Google Ads and GA4 conversion tracking: are you measuring the right result?

Imagine a B2B service campaign reporting dozens of conversions while sales finds no qualified inquiries. Before changing bidding, inspect the actions: are form submissions, phone clicks and service requests combined into one number? First define what deserves to count as a result.

Imagine a B2B service campaign reporting dozens of conversions while sales finds no qualified inquiries. Before changing bidding, inspect the actions: are form submissions, phone clicks and service requests combined into one number? First define what deserves to count as a result.

Work from conversion definition through testing, then check what the campaign actually uses. Media buyers need to know which number to trust, developers when to send an event, and sales what stage it represents.

1. Map conversions before opening settings

For each action, record its trigger, source, value and currency. A form submission might mean complete data reached the system; a qualified lead needs a later sales assessment. A thank-you page alone is not proof of completion if people can reach it another way.

Define relationships between stages too. Someone who submits a form, qualifies and buys has not become three customers. Measure stages separately, but label any combined total clearly so the report does not overstate business outcomes.

2. Check primary and secondary actions within the goal

Primary conversion actions are used for bidding when the campaign uses the goal containing them. Secondary actions generally serve observation. The important exception is a secondary action inside a custom goal, which may be used for bidding. Inspect the action’s relationship with the goal, not just its label. [1]

Then review counting. One counts one conversion for a conversion action after an ad interaction; Every counts multiple conversions for that action. Choose according to the outcome’s meaning. One does not mean one person over their entire lifetime. [2]

Practical exercise: test the journey, not just a success indicator

Give these hypothetical cases to the developer and measurement specialist, recording expected and actual results.

Action Illustrative source Business meaning Audit question
Form submission GA4 Initial inquiry Used for bidding or observation?
Qualified opportunity CRM Meets a defined quality criterion Definition and timing documented?
Sale Sales system Completed sale Correct value, currency and counting?

Use an appropriate test environment and a non-personal test ID with the execution time. Check that the website action succeeded, the event arrived with the right value, and it appeared in the intended source. These are separate steps; the first does not prove the others.

3. Explain GA4, Google Ads and CRM differences

Start with period, time zone, event definition and attribution window—the time allowed to link a conversion to an ad interaction. Check the conversion’s occurrence date against the date the report uses. Do not change settings merely to force agreement before understanding the difference.

If CRM excludes duplicates or unqualified requests, say so. Report submissions and qualified leads separately, then associate them with spend for the corresponding period and group.

4. Make an understandable change, then retest

Save the existing action and goal list. Correct the definition or source with a verified fault and retest before changing bidding, budget and structure alongside it. The team can then better interpret the change.

Hand over a conversion map, test log and known differences. Label any source that remains unreliable. Deferring a decision because measurement is incomplete is more useful than scaling on conversions nobody can explain.
